The U.S. Agency for International Development (USAID) is seeking an individual for the position of Development Assistance Specialist.
BASIC FUNCTION OF POSITION: The incumbent serves in the Education Office, USAID/Morocco. The incumbent serves as a key member of USAID/Morocco staff in addition to serving as the primary incumbent for the Education team. The incumbent will play a critical role as a key advisor to senior USAID and US Embassy staff working on youth issues.
The incumbent will be responsible for the management, monitoring, and oversight of activities and interventions leading to the achievement of the Education Assistance Objective. This includes responsibility for AO-related interventions, including non-formal education programming for out of school youth, support for the formal education programs, as well as cross cutting interventions such as communication and information technology, public/private partnerships for education, professional alliances, community mobilization in support of education, and other related programs.

QUALIFICATIONS REQUIRED
NOTE: All applicants must meet all qualifications and provide supporting documentation for each criterion below
Education: A Masters degree in the field of Education is required.
Experience: 5 to 8 years of experience in education and in particular in youth program design and implementation, including very strong monitoring and evaluation experience, ICT programs, and school-to-work linkages, of which a minimum of 3 years should be specific to Morocco is required.
Language: Level IV (fluent) in English, French, and Moroccan Arabic is required.
Knowledge:
- Thorough knowledge of Morocco’s education sector, challenges and opportunities as well as administrative functions is required.
- Strong understanding of the challenges and opportunities facing Moroccan youth is required.
- Knowledge of government policies and programs related to these areas as well as the activities on the NGO community is required.
Abilities and Skills:
- Strong interpersonal skills, including ability to work in a team and to interact effectively with a broad range of internal and external partners is required.
- Must be able to engage in negotiations with senior government officials and national organizations, and assure strong program coordination with other partners.
- In addition to excellent monitoring and evaluating skills, excellent writing skills reflecting the ability to analyze and report clearly and concisely on youth and formal education and training issues in Morocco and in the broader education context are required.
- Computer literacy and experience in word processing, spreadsheet and data management computer applications is required.
SELECTION PROCESS
When equally qualified, US Citizen AEFMs and US Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
- Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
- Current employees serving a probationary period are not eligible to apply.
- Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
- Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
- Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
