WORK HOURS: Full-Time; 40 hours/week

SALARY: *Not-Ordinarily Resident: $30,231 p.a. (Starting Salary based on 40 hours)

(Position Grade: FP-08 following confirmation by Washington)

*Ordinarily Resident: DH112,748 p.a. (Starting Salary based on 40 hours)

(Position Grade: FSN-06 following confirmation by Washington)

The U.S. Embassy in Rabat is seeking an individual for the position of Purchasing Agent.

BASIC FUNCTION OF POSITION:

The incumbent processes acquisitions from GSA and conducts open market negotiations for the local purchases of constructions supplies, office supplies, equipment, and furniture. S/he prepares, renews, closes and cancels Blanket Purchase Agreements (BPAs) for maintenance services, garage supplies, and residential/office services. The incumbent exercises considerable judgment and initiative and works relatively independently to process procurement requests.

QUALIFICATIONS REQUIRED

NOTE: All applicants must meet all qualifications and provide supporting documentation for each criterion below.

Education: Completion of secondary school is required.

Experience: Three to five years of prior experience with the US Government or in a commercial field related to the industries listed in the basic description of the position (office supplies, construction services/materials, etc.)

Language: Level 3 (Good Working Knowledge) speaking/reading English, French and Arabic is required.

Knowledge:

  • Knowledge of administrative and clerical procedures is required.
  • Familiarity with local market commercial practices is required.
  • Familiarity with US Government and Department of State rules and regulations is required.

Skills and Abilities:

  • Ability to manage one’s time effectively is required.
  • Strong negotiations skills are required.
  • Proficient French writing skills is required.
  • Must have good computer skills, including Windows, Word and Excel.

SELECTION PROCESS

When equally qualified, US Citizen EFMs and US Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
