  • SALARY : Not-Ordinarily Resident: US$42,314 p.a.

The U.S. Embassy in Rabat is seeking an individual for the position of Financial Specialist.

BASIC FUNCTION OF POSITION :

The incumbent will provide overall guidance and management to 10 locally employed staff. S/he will manage all Financial Management Office operations consisting of accounting, budgeting, voucher processing, and cashiering for appropriated funds and provide expert advice to the Financial Management Officer, Management Counselor, and serviced agency personnel on all financial management operations and planning, policy, and procedural issues.

QUALIFICATIONS REQUIRED

NOTE:

All applicants must meet all qualifications and provide supporting documentation for each criterion below

University degree in finance or related subject is required.

Experience:

At least 6 years of progressively responsible experience in accounts maintenance or related accounting work is required. Three years experience as a supervisor is required.

Language:

Level 4 (Fluency) in English and French is required. Level 3 (good working knowledge) in Arabic is required.

Knowledge:

Sound knowledge of USG appropriation and allotment accounting processes relating to opening on-going maintenance and closing of accounts; regulations on obligations, disbursements, collections and voucher preparation; budget and financial plan preparation; cashiering, and internal control procedures is required.

Abilities and Skills:

  • Computer literacy to include keyboard data entry, knowledge of Excel, Word or similar applications is required.
  • Strong analytical skills toward budget preparation, payment of claims, or accounting of funds is required.
  • Must be well-grounded in the appropriate USG regulations.
  • Strong interpersonal skills to manage the office are required.
  • Strong written and oral skills to prepare different reports are required.

SELECTION PROCESS

When equally qualified, US Citizen EFMs and US Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  2. Current employees serving a probationary period are not eligible to apply.
  3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
